Prior to his appointment as Chief Secretary, Ambassador Dr. Moses M. Kusiluka (PhD, M.Sc. LM., B.Sc. LMV, FRV) had served in various senior positions in government including as Permanent Secretary - State House, Acting Permanent Secretary - Ministry of Lands, Housing and Human Settlements Development, Deputy Permanent Secretary - Ministry of Lands, Housing and Human Settlements Development and Commissioner for Lands. Before his appointment as Commissioner for Lands he had been serving as lecturer and head of Real Estate Finance and Investment Department at Ardhi University. Prior to joining Ardhi University, he had worked with PricewaterhouseCoopers (PwC) and the British Council.

By virtue of the various senior positions he has held, Dr. Kusiluka has also served as either chairperson or member of steering committees of various institutions and programmes including TASAF, NIDA, PCCB, BSAAT and ILMIS. He has also served as president of African Real Estate Society (AfRES) and as board member of various regional and international institutions including African Real Estate Society (AfRES), International Real Estate Society (IRES) and IREBS Foundation for African Real Estate Research (Germany).
